I move:
That the Senate—
(a) notes the initiative of the People’s International Peace Summit in London in
November 2005, calling for the creation of Departments of Peace in
governments throughout the world in response to the increase in violence
of all kinds worldwide, the urgent need to find responsible solutions,
expanding on past and present peace-building successes; and
(b) urges the Government to consider establishing a Department of Peace within the
Australian Government, the basic functions of which would be to:
     (i) foster a culture of peace,
(ii) research, articulate and help bring about non-violent solutions to conflicts at all levels,
          and
(iii) provide resources for training in peace-building and conflict transformation to people
          everywhere.

Senator Andrew Bartlett

Archbishop Desmond Tutu on the idea of Ministries & Departments of Peace
"And so I say go for it. This is marvellous. Go for it and really be crazy and say, one day we’ll ask, “Why were we so stupid for so long because of something so obvious?” Saying let us put our massive investment that we are putting right now in instruments of death and destruction, let us put them into something that is creative, that is life-enhancing teaching kids that there are ways of resolving differences that don’t need to be violent. You can sit down and ultimately say, “You know, actually, an enemy is a friend waiting to be made.

"I can speak for all Australians when I say that we want peace and the concept of ‘fair go’, which is an Australian expression for equal opportunity and a reasonable chance of a good life.  We are with you in your launch and we live for the day that we too have a Department of Peace, and a World at Peace."

We thank you for alerting us about the possibility of a UN resolution calling on governments to establish Ministries or Departments of Peace. We can only applaud your dedication and resolve to strengthen the cause of peace and share your commitment to peace building and non violent resolutions of global conflicts.
